New Test Purchasing Reveals Alarming Youth Access to Nicotine Vapes in Hackney

A recent test purchasing operation across Shoreditch, Homerton, and Hackney Central has uncovered a worrying trend: despite legal restrictions, a majority of retailers continue to sell nicotine vapes to under-18s. 

Over a three-day period, 44 test attempts using a 16-year-old volunteer resulted in 27 successful purchases - a 61% failure rate, notably higher than the 42% national average.

The shops that failed compliance were small independent businesses including mini-markets and newsagents - with only one asking the volunteer’s age, yet still supplying the product.

Cllr Chris Kennedy, Cabinet member for health, adult social care, voluntary sector and culture, said: “These results are deeply concerning. Too many retailers are failing to take their responsibilities seriously when it comes to selling age-restricted products. 

“While vaping can help adults to quit smoking, nicotine vapes are addictive and should never be in the hands of children. That’s why the Tobacco and Vapes Bill is so important, it will strengthen penalties for illegal sales and send a clear message that protecting young people from nicotine addiction must be a priority.”

This work is being carried out by dedicated Trading Standards officers who work with the local tobacco control team, as part of Hackney’s commitment to a smokefree generation.

The sale of nicotine vapes  to people under 18, may also include the sale of illegal vaping products to young people, with some containing harmful substances like heavy metals and excessive nicotine. Illegal vapes remain available although more than 2.5 million illicit vapes have been seized across the country.

It is also an offence for an adult to buy a nicotine vape for a young person.

There is currently a £2,500 fine for selling nicotine vapes to under-18s. Anyone witnessing the illegal sale of vapes to minors In Hackney can report it anonymously to local  trading standards (trading.standards@hackney.gov.uk) or the Citizens Advice Consumer Helpline via 0808 223 1133.
